The aim is to improve the efficiency of the work carried out by the legislative power in Mexico with regards to budgetary issues. In the context of the democratic transformation and multi party representation in Parliament, the possibility of the latter to participate in and influence budgetary discussions and promote citizen participation has increased. In this framework of action, the initiative seeks to develop information tools regarding parliamentary work and budgetary debates. The citizen monitoring of the legislative power initiative can mainly be related to the following legal instruments: the Constitution, the Federal Bill of Transparency and Access to Public Information, the Ley Organica del Congreso, and its internal regulations. The main target population is civil society and the Parliament’s budgetary committee.
Basically, the data used are the proposed and approved budgets of the Federal government. However, a large part of the work is also done by reviewing and assessing budgetary initiatives.
The work involves reviewing initiatives which specifically focus on budgetary issues, as well as comparing proposed and adopted budgets. For example, the total number of initiatives are registered, and how many of them can be related or had an impact on the approved budget. The initiatives are also classified per theme, which gives an idea of the priority and agenda of the Parliament.
