To a large extent, the demand for democratic governance assessment initiatives in Central and Eastern Europe and the Commonwealth of Independent States is driven by the political dynamics of the enlargement of the European Union (EU). Countries sometimes measure governance with a view toward the EU accession criteria.
 
At the same time, demand is increasing among citizens to strengthen democracy within their countries. Assessments are viewed as one tool for remedying what many perceive as a growing disinterest and resistance to national and regional politics and politicians.
 
In response, Central and Eastern Europe and the former Soviet Union have become the home of a plethora of innovative and local solutions for measuring governance. Such home-grown solutions have sprung from the needs of governments, think tanks, research institutes and NGOs to strengthen the use of evidence in decision making, and to make this process more inclusive.
 
 
These pages seek to provide guidance to many of these existing initiatives for measuring democratic governance within Central and Eastern Europe and the former Soviet Union. They do so with a view to offer guidance to existing data, to overcoming particular regional challenges, and to the methodology and process of conducting a governance assessment.
 

Examples of Regional Initiatives

Organizations that assess governance in the region
