Stability Assessment Framework
Purpose:
The Stability Assessment Framework (SAF) offers an analytical too for stability analysis and strategis planning that helps develop the the institutional capacities needed for an integrated policy response in a particular country.
Types of data used:
Data is colelcted using expert in-country opinions.
Methodology:
The SAF consists of three major parts. Part One involves the preparatory work of customizing the SAF to the users' needs. Part Two involves mapping and analysis work that provide input for a draft Reference Document. Part Three outlines the workshop activities and helps the organization assess and translate the findings of Part Two into the development of a strategy.
The mapping and analysis step includes trends and analysis on 12 indicators, institutional analysis, political actor analysis and overview of own and others policy interventions.

Pro-poor /gender sensitive aspects:
No indicators focus on particular on women, or on the poor. A set of socio-economic development indicators adress concerns with regard to marginalised groups, such as refugees and internally displaced persons.

- Legitimacy of the state: is the state viewed as illegitimate or criminal, or as a legitimate actor representative of the people as a whole?
- Public service delivery: is public service delivery progressively deterorating or is it improving?
- Rule of Law and Human Rights: Are Human Rights violated and the rule of law arbitrarily applied or suspended, or is a basic rule of law established and are violence ceasing?
- Leadership: Are elites increasingly factionalized, or do they have national persepectives? Are leaders are capable of winning loyalties across group lines in society?

Actionability:
The assessment is very actionable, and the methodlogy aims to secure an appropriate evidence-base for a strategy.
Complementarity:
The tool focus on the de facto situation, such as how rule of law is actually implemented, human rights actually adhered to, and how public service is actually delivered.
